Zelensky States He Lacks Definitive Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the event of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

These remarks follow a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
